银行开户许可证是由中国人民银行核发的一种开设基本账户的凭证。凡在中华人民共和国境内金融机构开立基本存款账户的单位可凭此证，办理其它金融往来业务。存款帐户分为基本存款账户、一般存款账户、临时存款帐户和专用存款账户。

2018年12月24日，国务院常务会议决定在2019年年底前取消企业银行账户开户许可。[1]

办理条件

下列存款人可以申请开立基本存款帐户。

1、企业法人；

2、企业法人内部单独核算的单位；

3、管理财政预算资金和预算外资金的财政部门；

4、实行财政预算管理的行政、事业单位(财务独立核算)；

5、社会团体；

6、外地常设机构、个体经营户、私营企业；

7、法律服务所；

8、国家法律允许的宗教组织。

证明文件

申请基本存款账户开户许可证应出具基本存款账户申请表和代码证正本、复印件以及以下相关的证明文件：

（1）当地工商行政管理机关核发的《企业法人执照》或《营业执照》正本及复印件；

（2）中央或地方编制委员会批文及复印件；

（3）驻地有权部门对外地常设机构的批文及复印件；

（4）事业单位法人证书或事业单位登记证及其复印件；

（5）社会团体登记证及复印件；

（6）民营非企业单位登记证及复印件；

（7）法律服务执业证书；

（8）宗教活动许可证。

证书管理

变更手续

（1）存款人如需变更单位名称、法人等事项，应书面向开户行提出申请，并提供相应证明文件（如变更后的《企业法人执照》或《营业执照》正本及复印件、变更后的代码证正本及复印件、有权部门有关文件的规定），经开户行签署意见后持原开户许可证正、付本或审核卡到当地人民银行换发新证（卡）。

（2）存款人如需撤销存款帐户，必须向开户行交回开户许可证正本由开户行于7日内报送人民银行进行撤销。

补办手续

需在省级或者市级以上报纸上刊登遗失声明广告。存款人开户许可证、审核卡因遗失或其他原因需补发的，应由单位出具公函说明原因，并持本单位介绍信、开户申请表或向开户银行借用许可证副本进行补办。

Instructions for opening account

IV.Permit for Opening Bank Account is compiled by the Bank of China. No forgery, alteration or copy is allowed.

银行存款帐户分为基本存款帐户、一般存款帐户、临时存款帐户和专用存款帐户。

基本存款帐户是存款人办理日常转帐结算和现金收付的帐户。存款人的工资、奖金等现金的支取，只能通过基本存款帐户办理。临时存款帐户有效期限由当地人民银行参照临时营业执照的有效时间或有权部门批准设立外来临时机构时间核定。借款转存帐户有效期限根据借款合同约定的借款期限核定。专用存款帐户有效期限由当地人民银行根据规定用途资金需要核定。
